A first regulator adjusts a tilting angle of the first hydraulic pump in a manner to decrease a discharge flow rate of the first hydraulic pump in accordance with an increase in a discharge pressure of the first hydraulic pump and an increase in a first power shift pressure. A second regulator adjusts a tilting angle of the second hydraulic pump in a manner to decrease a discharge flow rate of the second hydraulic pump in accordance with an increase in a discharge pressure of the second hydraulic pump and an increase in a second power shift pressure. The first power shift pressure is set by a first proportional valve, and the second power shift pressure is set by a second proportional valve.
