The hydrophilic coating film 14 is formed by applying a composition comprising boehmite particles, silica particles, a binder and water, on a surface of a base material film, followed by drying.

A sufficient amount of ground potential is obtained. Self-resonance is prevented. The multilayered ceramic substrate enables an enhanced density of the terminals based on a wiring pattern or patterns and a via or vias.
