    Abstract: Implementations relate to systems and methods for encoding block data to deliver content to a mobile wireless or other device. Content, such as audio, video or textual content, can be generated for broadcast in source blocks that are decomposed into a set of high priority blocks and a set of low priority blocks. Forward error correction is performed on the set of high priority blocks and set of low priority blocks to generate a set of repair symbols for use in reconstructing aggregate transmission blocks of content. The set of low priority blocks and set of repair symbols for a subsequent period can be shifted or inserted into an aggregate transmission block of a prior period. When a request to change channels is received, the decoding of the high priority block corresponding to the content of the new channel can begin before subsequent aggregate transmission blocks are received.

    Abstract: This disclosure describes techniques for video coding rate adaptation to reduce packetization overhead. The video coding rate controls the number of coding bits allocated to a segment of encoded video, and hence the length of the encoded video segment. Differences between the length of the encoded video segment and the cumulative length of a series of packets used to encode the video segment result in unused packet space within the last packet in the series. This unused packet space is typically filled with padding bits. In accordance with the disclosure, the video coding rate is adjusted for a segment of digital video so that the encoded video more closely fits within the series of packets, thereby reducing the number of padding bits required by the last packet.

    Abstract: This disclosure describes adaptive video encoding and decoding techniques for encoder-assisted frame rate up-conversion (EA-FRUC). An encoder selectively encodes at least a portion of a video frame, such as a block, using an interpolated FRUC frame as a reference. The encoder interpolates at least a portion of the FRUC frame at the same time instance as the yet to be encoded video frame, and selects one of a plurality of FRUC encoding modes for that portion, e.g., based on rate distortion (RD). The encoder encodes the frame using the selected FRUC encoding mode, the FRUC reference frame, and any additional reference frames that may be indicated. A decoder interpolates the FRUC frame and uses it or decoding with knowledge of the particular FRUC mode that was used by the encoder. The encoder communicates the FRUC mode for a block via one or more existing parameters in the encoded video frame.
