    Abstract: This disclosure relates to providing system information for cell access to link budget limited devices. According to some embodiments, a base station may transmit a master information block (MIB), a first system information block (SIB), and second SIBs. The first SIB and the second SIBs may be configured for different device categories, and may accordingly have different characteristics. For example, the first SIB may be configured for link budget limited devices, and may include information specific to such devices and/or may exclude information not relevant to such devices or not critical to accessing the cell. In some instances, the first SIB may also include information from the MIB, such that at least some devices may be able to decode the first SIB and gain cell access without decoding the MIB.

    Abstract: This disclosure relates to techniques for reducing latency in a high-propagation-delay wireless communication system. A base station may receive from user equipment device (UE) a random access initiation message, having a characteristic that is configured to indicate to the base station a requested size of a subsequent uplink grant to be provided by the base station for transmission of uplink data by the UE. For example, the characteristic may include a predetermined preamble included in the random access initiation message, such that a requested grant size is indicated by which preamble the UE selects from a plurality of possible preambles. As another example, the characteristic may include which RACH occasion is selected by the UE to transmit the random access initiation message. In response, the base station may allocate resources for use by the UE based on the characteristic.

    Abstract: A user equipment (UE) device may perform random access to a base station in the context where propagation delay between the base station and the UE device is large. The UE device randomly selects a random access preamble from an available set of preambles. The UE device selects a time slot for transmission of the random access preamble based on a configured correspondence between allowable time slots and subsets of the available set. The UE device transmits the random access preamble to a base station in the selected time slot, with timing advance to compensate for a common delay. Thus, the base station, knowing the configured correspondence, is able to determine the time slot in which the random access preamble was transmitted. The UE device receives a random access response that has been addressed with a Random Access Radio Network Temporary Identifier (RA-RNTI).

    Abstract: A base station may operate in a context where the propagation delay between the base station and user equipment (UE) devices is large. The base station configures UE devices with a common delay. The base station receives a random access preamble from a UE device. The base station determines a time slot in which the random access preamble was transmitted, based on a configured correspondence between allowable time slots and subsets of an available set of preambles. The base station computes a Random Access Radio Network Temporary Identifier (RA-RNTI) based on parameter values including an index, of the determined time slot. The base station employs the computed RA-RNTI to address a random access response for the UE device.

    Abstract: This disclosure relates to techniques for a link budget limited UE to improve communications performance with a cellular network. The UE may perform signal to interference noise ratio (SINR) measurements and use these measurements to adjust a received signal power value that is provided to the cellular network as a received signal power measurement. The UE may generate the received signal power value based at least in part on the SINR measurement in order to reduce the likelihood of handover when the UE has good SINR but poor received signal power. The UE may also provide preferred configuration information to the base station which enhances the performance of the UE when link budget limited. The configuration information may specify one or more parameter values designed to provide improved performance for a link budget limited device.

    Abstract: A mobile device (UE) may decode the Physical Control Format Indicator Channel (PCFICH) blindly, which may include obtaining resource elements (REs) that are reserved for the Physical Downlink Control Channel (PDCCH), based on a largest value of a control format indicator (CFI), finding a total number of control channel elements (CCEs) according to the obtained REs, numbering the CCEs, and decoding the PDCCH for the largest value of the CFI over the numbered CCEs. Accordingly, the UE does not need to decode the PCFICH specifically. In some cases, the UE may indicate to the network that the UE is a constrained device, and the network may transmit control information according to a value intended for use by constrained devices. The UE may receive the transmitted value, and instead of decoding the PCFICH it may decode the control information based at least on the received value.

    Abstract: Enhanced random access procedures for link-budget-limited user equipment (UE) devices are disclosed. A user equipment device may transmit a first message containing a Physical Random Access Channel (PRACH). The PRACH contains instances of a Zadoff-Chu sequence, and may be transmitted repeatedly as part of a single random attempt, to facilitate correlation data combining at the base station. The available Zadoff-Chu sequences may be partitioned among a plurality of sets, each set being associated with a respective Doppler shift range (or frequency hop pattern or time repetition pattern). A UE device may signal Doppler shift (or other information) to the base station by selection of one of the sets. The first PRACH transmission and the following PRACH transmission may occur in consecutive subframes. A UE device may select from a special set of Zadoff-Chu sequences (different from a conventional set of sequences), to signal its status as a link-budget-limited device.
