    Abstract: UE 100-1 is used in a mobile communication system in which a voice call of a packet switching scheme is supported. The UE 100-1 transmits, to eNB 200, a random access signal to perform random access to the eNB 200 based on broadcast information received from the eNB 200. The broadcast information includes an emergency call parameter to be applied to transmission of an emergency call random access signal. When the random access is performed to originate an emergency call, the controller transmits the emergency call random access signal to the eNB 200 by applying the emergency call parameter included in the broadcast information.
