    Abstract: The object of the present invention is to provide a TV system discriminator capable of being applied to when the inputted TV signal is an analog signal or a digital signal, and capable of accurately discriminating between TV systems with small differences in line number and field number. In order to achieve the above object, the TV system discriminator of the present invention comprises a separator for extracting a synchronized signal for a TV signal inputted in accordance with one of a plurality of TV systems, a phase difference sensor for sensing a phase difference of this separated synchronized signal and a prescribed reference signal, and a phase difference displacement discriminator for discriminating a TV system corresponding to an inputted TV signal based on the direction of temporal displacement of this phase difference.

    Abstract: A coded signal synchronizing device includes a first and a second signal synchronizing circuit. The first and second signal synchronizing circuits respectively feed a first and a second coded signal to a coded signal processor while synchronizing them to each other in accordance with a reference synchronizing signal. A synchronization control circuit compares the phases of frame synchronizing signals output by the decoding of the coded signals and the phase of the reference synchronizing signal. So long as a phase difference between either one of the frame synchronizing signals and the reference synchronizing signal lies in a preselected range, the synchronization control circuit reads the coded signal sequentially stored. If the phase difference is smaller than a first preselected value, the synchronization control circuit repeatedly reads an I (Intra-coded) picture two times.

    Abstract: A frame memory supplies picture signals from an input terminal to a motion vector detecting circuit after delaying them by one frame period. The motion vector detecting circuit detects a motion vector based on picture signals of the present frame from the input terminal and the delayed picture signals of the previous frame which are supplied from the frame memory. A motion compensation circuit corrects picture signals inputted thereto using the detected motion vector. An inter-frame coding circuit obtains inter-frame coded signals from the picture signals of the present frame, which were subjected to the motion compensation, and those of the previous frame decoded by a decoding circuit. The coded signals are outputted from an output terminal as a coded bit stream via a mixer along with the coded motion vector.

The current blocking layer is made of a material having a band gap energy not greater than that of the active layer and a refractive index not smaller than that of the active layer so that light advancing in the active layer is absorbable.

The time codes are separated from the input video signal to obtain hours, minutes, and seconds values and input frame numbers. The hours, minutes, and seconds values are stored in a memory. Output frame numbers are generated in a consecutive sequence, from a first frame number to a last frame number, starting at times that are synchronized with the start of the sequence of input frame numbers. The output frame numbers are combined with the hours, minutes, and seconds values stored in the memory to generate output time codes, which are combined with the converted video signal.
