The baseband processor 109 changes the baseband resource to be allocated to the normal call in a predetermined cycle and applies a resource use restriction based on the offset notified from the call process controller 105, the resource use restriction restricting the baseband resource to be allocated to the normal call within a range defined by subtracting the offset from a total baseband resource.
