The first satellite acquires synthetic aperture radar (SAR) image data in a first predetermined signal frequency band at a first imaging location and transmits the SAR image data to a ground terminal. The ground terminal determines a second imaging location from the SAR image data and transmits the second imaging location to the trailing satellite. The trailing satellite acquires higher resolution image data in a second predetermined signal frequency band at the second imaging location and transmits the image data to the ground terminal.
