    Abstract: An electrochemical cell has an anode that includes an alkali metal, a cathode that includes fluorinated carbon, a separator between the anode and the cathode, a non-aqueous electrolyte in electrical contact with the anode and the cathode, and at least one of an electrolyte-insoluble additive in the cathode and a electrolyte-soluble additive comprising an oxygen and a nitrogen having an oxidation level higher than +2. Methods for manufacturing and using such cells are also disclosed. The cells are adapted to be stored for extended periods of time at a wide range of high and low temperatures with maintenance of enhanced rate capability and a reduced initial voltage delay.
