    Abstract: Methods, systems, and devices are provided for selecting a wireless access point from a plurality of access points operated by a plurality of wireless service providers, where each access point may be enabled to concurrently compete for a user's access. A wireless device may transmit and/or broadcast a request for communication service to several network access points, which may be access points associated with licensed- and unlicensed-spectrum network service. A wireless device may receive offers for service in response to a service request and select one of the offers based on one or several factors, which may include the power cost or battery life required to connect to a network access point associated with an offer. In some cases, a non-agent based scheme may be employed in which a wireless device may communicate directly, and may negotiate service with one or more access points.
