    Abstract: A method for use in determining a position of a mobile device in a wireless communication network includes acquiring, by the mobile device, a first positioning signal transmitted at a first frequency and a second positioning signal transmitted at a second frequency that is different than the first frequency. The mobile device performs a first measurement of a time difference of arrival between the first positioning signal and second positioning signal. In certain implementations, in response to a determination to not apply an inter-frequency bias compensation to the first measurement for inter-frequency related delays corresponding to first frequency, second frequency, or both first and second frequency, the mobile device sends the first measurement and a first measurement description to a server to determine the position of the mobile device. The first measurement description indicates that the first measurement has not been compensated for the inter-frequency related delays.

The methods include the use of compounds to inhibit activation of the extracellular response kinase pathway, activate 5? adenosine monophosphate protein kinase, and inhibit microRNA-221 and microRNA-222 for the purpose of reducing microRNA-221 and -222 levels in the vasculature. Reduction of microRNA-221 and -222 in the vasculature of diabetic patients restores normal levels of intimal thickening and enhances the effectiveness of the standard of care in diabetic subjects.
