    Abstract: An electroosmotic pump includes first and second electrodes which, during operation of the pump, are maintained at a potential difference of, for example, at least about 10V. A membrane intermediate the first and second electrodes includes fibers of an inorganic oxide, such as glass. A surface of the fibers may be functionalized to increase a charge on the membrane with, for example a silane derivative, such as a trialkoxysilane. A fluid in contact with the membrane is drawn through the membrane without the need for moving parts.
