An automatic neighbor relations (ANR) function (225) can execute at an eNodeB cell (210) of a long term evolution (LTE) telecommunications network (122, 124, 126). This execution can cause the eNodeB (210) to detect misconfiguration (168) of physical layer cell identity (PCI) values by causing a sample of user equipment (UE) (112, 114,116) to convey PCI values (146) of neighboring cells to the eNodeB cell (124), which the eNodeB cell uses to detect PCI confusion or PCI collision situations (168). In one embodiment, the ANR function (225) can leverage a reportCGI trigger (227) for UE measurement reporting.

    Abstract: A network element (300), upon determining (101) that an operational state event (such as a significant configuration change, a significant fault event, or the like) has occurred, can automatically transmit (102) a message to a peer network element. This message can provide information regarding the operational state event coupled with information regarding a time that corresponds to when the operational state event occurred. By one approach, this message can further comprise one or more of identification information that uniquely identifies the network element, a registration address by which a receiving element can register with the network element, and a loading indicator. Such a message can be transmitted essentially contemporaneously with the aforementioned determination that the operational state event has occurred or at some later time.

A set of target communication sectors (240, 242) are identified within a given distance threshold from at least one of the base station (106) and a wireless device (134) currently registered with the base station (106). At least one target communication sector (240) is randomly selected from the set of communication sectors (240, 242). An identifier associated with the at least one randomly selected target communication sector (240) is inserted into a base station neighbor list (138). The base station neighbor list (138) is prioritized based on a set of call detail records associated with the at least one randomly selected target communication sector (240).

    Abstract: A method for selecting (64) a server (30, 40 or 50) is based upon an available server capacity indication (66) for each of the servers. A server may become faulty. Repeated attempted selection (63) of a faulty server exponentially decreases (70) the probability of selecting the faulty server. The method performs a ratio of a currently available capacity for each server of a pool of servers to the total available capacity for all the servers in the pool (64). The server capacities for the pool of servers are dynamically changed (68, 70).
