First and second locking members are configured to selectively locking the first and second handle portions to one another about a periphery of the upper portion of the portable gas cylinder.

A two part poppit is positioned in the t-stem for sealing the valve. The has an elastomeric valve seat portion and a support portion for the valve seat. The support portion includes a shaft that is received in an opening of the lower end of the t-stem.
