    Abstract: A locking cover assembly has a cover supporting base containing an opening circumferentially surrounded by a cover seat, and a cover movable to and from a closed position on the base in which the cover engages the cover seat to close the base opening. A cover locking mechanism on the cover includes cover locking levers mounted on the inner side of the cover, and a lock actuator movable through the cover and connected to the locking members for moving the levers between cover locking positions in which the levers are extended to engage the base about the base opening and clamp the cover to the base and cover unlocking positions in which the levers are retracted from the base to permit removal of the cover from the base.

    Abstract: A cover assembly for manholes and the like has a hinged cover which is urged closed by gravity and open by an opposing bias force acting between the cover and cover base in such manner as to reduce the force required to open a relatively heavy cover whose weight exceeds the maximum single person lifting weight permitted by OSHA and union regulations to a value equal to or less than such maximum lifting weight. A manually releasable latch prevents uncontrolled closure of the cover by gravity in the event of failure of the bias force.

    Abstract: A fuel spill containment system for use with an underground fuel tank has two upstanding fill tubes extending upwardly from the tank through the bottom wall of a spill container. Each tube has an adjustable sealed connection with the container bottom wall to adapt to the container for different fill tube spacings. The spill container is floatably positioned within a protective casing having an overhead cover with an access opening above the fill tubes. A flexible annular sleeve extends from the spill container side wall to the overhead cover to form a flexible liquid-tight closure about the container upper edge. Dislocations of the casing or spill container, caused by earth movements, as from freezing or earthquake, are safely absorbed by the flexible sleeve, thereby preventing earth stresses from breaking connections between the casing and the container.

The container top opening is closed by a removable cover which cooperates with a water drain arrangement to vent liquid vapor from the container while preventing rain and other ground surface water from entering the container. A drain valve operable from a position adjacent the container top opening is provided for draining liquid spill from the container to the tank.

    Abstract: An armored and locked cover to protect the cap on a standpipe which forms a connection to a source of valuable liquid such as gasoline. The cover includes a lower portion retained primarily by the standpipe cap and an upper cover portion having predeterminately positioned dogs and lock latches to engage similarly positioned slots in the lower portion for locking the two portions together. Bearing means are provided between the lower portion when a threadably retained cap is used so that rotation of the device does not result in rotation and disconnection of the cap which otherwise would allow the removal of the device.

    Abstract: A fillbox system to prevent water from entering the below ground level inlet of an input stand pipe for an underground fuel storage tank. The system includes a fillbox about the inlet stand pipe which extends upwardly therein and a fillbox cover having a downwardly extending skirt which extends almost to the bottom of the fillbox. The skirt, generally has the same outer shape as the inner sides of the fillbox but a slightly smaller dimension than that of the fillbox adjacent the cover. The skirt has a small inward draft angle as it extends downwardly about the stand pipe so that when placed on the fillbox, the cover is guided by the skirt into a proper seating relationship. At the same time, the skirt and cover trap enough air therewithin so that the level of water seeping in the fillbox can never exceed a volume that would produce a water height above the inlet with the cover removed to leak into the underground storage tank when the inlet is opened.

The chair includes a body, having a jaw with a bight configured to receive the clip, and at least one downwardly projecting leg or shank for securing the chair adjacent the base flange of the rail. The rail clip is a torsional spring clip in the general form of an "S" having a rail-bearing leg for proximate engagement with the base flange of the rail and a tie bearing leg for proximate engagement with the tie plate.
