If this information is not available or is not valid, then the mobile station selects a frequency from the SIB 11/12 list and attempts cell selection on a suitable cell on the selected frequency. If the cell selection attempt is not successful, then initial cell selection procedures are carried out to determine to which cell the terminal should move.
