The control command includes at least a starting state reservation control command for switching between a starting-disabled state and a starting-enabled state of the vehicle. When the vehicle-mounted device or the communication module receives the control command from the server, if a predetermined condition regarding the starting state reservation control command is satisfied on the basis of vehicle information detected by a vehicle information detecting means, the vehicle-mounted device or the communication module switches the starting state of the vehicle.
