A trigger monitor detects a failure of the long-range tracking system to share the vehicle tracking data remotely. A tag transceiver is configured for local wireless data transfer with client devices outside the vehicle. The tag transceiver operates independently of the long-range tracking system, and the local wireless data transfer has a range less than 100 meters.
