The method includes estimating the ratio of indoor-to-outdoor traffic or user equipment distribution by predicting, from the individual probability distribution functions of the clusters, which, if any, of the clusters represent indoor user equipment and which, if any, of the clusters represent outdoor user equipment. Prior to the local cache (305) identifying the fragments associated with the requested content, the mirror cache may identify fragments associated with the requested content (S12.3), and send a key comprising the index of each fragment to the local cache (305) (S12.4). By evaluating a statistic associated with pre- and post handoff received signals, information can be gathered regarding the transmit power operating characteristic of various transceivers. For example, by measuring the received signal strength of a neighboring base station's control channel prior to handoff and comparing that with the received signal strength of a traffic channel transmitted by the same base station after handoff, the system can acquire information regarding the power output of a base station transceiver.
