The route determination unit determines, by using a route information storage unit, and the boarding stop information and the getting-off stop information, route information indicating a route of a vehicle that the passenger should board. The information for a passenger transmission unit transmits information for a passenger to a terminal of the passenger at a timing determined by using a current position of a vehicle traveling on a route indicated by the route information, and the boarding stop information. The information for a passenger includes boarding vehicle information, for example, an appearance image and a vehicle number of the vehicle.
