A fixing device (30) of a turbine rotor (11) includes a radial direction fixing jig (32) provided in a gland part (21A) that seals a clearance between the turbine rotor (11) and a turbine casing disposed to cover a periphery of the turbine rotor (11), to fix relative movement of the turbine rotor (11) to the gland part (21A) in a radial direction, and an axial direction fixing jig (31) provided between the turbine rotor (11) and the gland part (21A), to fix relative movement of the turbine rotor (11) to the gland part (21A) in an axis (X) direction.
