Abstract: A terminal includes: a reception unit that receives a first message requesting a configuration of a specific secondary cell configured with a physical uplink control channel; and a control unit that configures the specific secondary cell in response to the reception of the first message; wherein the control unit performs an activation of the specific secondary cell so as not to exceed a first request delay time in a first procedure for performing the activation of the specific secondary cell in response to receiving a second message requesting the activation of the specific secondary cell, and performs the activation of the specific secondary cell so as not to exceed a second request delay time in a second procedure for performing the activation of the specific secondary cell without depending on the second message.
