The routing table associates, for each of the plurality of networks, a transfer route that is used in the network with identification information on an application that processes the another packet transmitted and received in the network. The transmitter generates a transmitting packet including the data and transmits the transmitting packet using a transfer route that is associated, in the routing table, with the identification information that identifies the use application.
