The novel liquid composition comprises a partial polycondensation product of a trialkoxysilane R.sup.1 Si(OR.sup.2).sub.3, wherein R.sup.1 is a C.sub.1 or C.sub.2 alkyl group and R.sup.2 is a C.sub.1 -C.sub.3 alkyl group, a colloidal silica, water, an aliphatic lower alcohol and anhydride of a polybasic carboxylic acid having a cyclic structure. The content of the acid anhydride must be at least 0.005 wt % when pH of the coating liquid composition is adjusted to 6.0-7.0.
