Next, a value of color frame information is determined for each video frame and the type of coding to be used on the frame is selected by associating the frame's color frame information with a coding type via the correspondence information. The image frames are arranged in the same frame order in each of the plurality of GOP's. And at the same time, each of the GOP's are set so that the GOP is processed in the same GOP sequence. Then, correspondence information is set that allows the color frame sequence information to correspond to the GOP sequence on a one to one basis. The GOP sequence that corresponds to the color frame sequence information extracted from the moving image and the compressed animated image data is selected by using the set information to perform the coding process and the decoding process by means of the selected GOP sequence.

The video signal from the fixed type phase shifting circuit is selected only during a predetermined period including at least ancillary data while the video signal from the variable type phase shifting circuit is utilized during other period. Thus, the ancillary data is constantly extracted from the video signal which is phase-shifted by the constant phase-shifting amount so that the inserting position of the ancillary data is not changed, regardless of the output phase amount. Thereby the ancillary data is extracted reliably.
