When an ATM cross-connect node capable of executing the arbitrary VP protection detected a line failure, the failure detecting ATM cross-connect node determines whether or not it executes the arbitrary VP protection in order to relieve the line failure, and transmits downward the VP-AIS cell in which the switching flag has been set according to the determination.
