The passage includes an upstream passage, a dead band, and a downstream passage. Bush attachment grooves are provided in a portion of the passage. The bottom surface of the bush attachment grooves include an opening. The bushes are rotatably fitted to the opening and are attached to the housing interior. A first cross section perpendicular to a flow direction in the upstream passage has a larger cross-sectional area than a second cross section perpendicular to the flow direction in the downstream passage.
