The controller operates the two electrical bicycle components at different starting times while the power level is below a prescribed power level. The controller is configured to simultaneously operate the two electrical bicycle components while the power level is above the prescribed power level.

The flow control part moves relative to the valve unit such that fluid flows from the second fluid chamber to the first fluid chamber through the valve unit when the flow control part is in a first position, and such that fluid flows from the first fluid chamber to the second fluid chamber through the valve unit when the flow control part is in a second position.
