The processor receives an input policy 11 which is a candidate to be newly set, acquires an attribute value corresponding to values of a subject and a resource included in the input policy 11, generates one or more post-conversion policies 103 by changing the values of the subject and the resource included in the input policy 11 to the acquired attribute value, and sets the input policy as a new policy when all the generated post-conversion policies 103 are consistent with an existing policy.
