    Abstract: A terminal regulation management device capable of flexibly managing terminals in times of unexpected incident, to ensure communications of users whose daily life zone overlaps with the site of the incident and of users whose daily life zone is outside the site. A priority information memory stores, with respect to each base station, priority information indicating priority levels as to subscribers' incoming/outgoing calls and including communication counts that the subscribers have communicated using their radio terminals. A communication information receiver receives communication information on the terminal communications from a radio network controller for controlling the base stations. A priority decision unit updates the communication counts stored in the memory, based on the received communication information, and determines the priority order of the priority information in accordance with the updated communication counts.

    Abstract: In a cell management method and apparatus which can prevent a call loss generated in association with an increase of cell usage rate independent of a protection frequency bandwidth, cell usage rates of operating cells (at frequency Fo) are acquired. Narrower nonoperating cells (at frequency Fo) of the operating cell in which the cell usage rate indicates a high-load state are rendered an addition candidate and the operating cell is rendered a deletion candidate. A broader nonoperating cell (at frequency Fo) of the operating cell in which the cell usage rate indicates a low-load state is rendered an addition candidate, and the operating cell and other narrower operating cells belonging to the nonoperating cell are rendered deletion candidate.

    Abstract: A method for controlling electronic telephone switches includes linking a plurality of telephone switches to each other over a digital network and coupling one of the telephone switches to a voice mail system (VMS) having a mailbox. An identifier of the VMS is stored in the telephone switches. A first user's telephone call is routed from a telephone switch coupled to the first user to a telephone switch coupled to a second user when the first user requests to be connected with the second user. An identifier of the second user is routed from the telephone switch coupled to the second user to the VMS based upon the VMS identifier and, the first user's call is connected to the VMS if the second user is a holder of the mailbox. Information from the first user is forwarded to the VMS and stored in the mailbox. Data representing that the VMS has the information in the mailbox from VMS is transmitted to the second user based upon the second user's identifier.
