    Abstract: A radio cell station includes a call connection control section that controls a call connection of a radio personal station PS; and a position registration request section that requests, of a management device ME, a position registration. When a request for handover from a radio cell station CS3 to a radio cell station CS4 is received from the radio personal station PS, the call connection of the radio personal station PS goes through the radio cell station CS4 and the radio cell station CS2. While the call connection going through the radio cell station CS2 is being conducted, the position registration is not requested of the management device ME. When the call connection going through the radio cell station CS4 and the radio cell station CS2 is ended, the position registration is requested of the management device ME.
