    Abstract: Systems, methods, and instrumentalities are provided to determine routing associated with a short message. A SMS-SC may send a first routing request to a home subscriber server (HSS). The first routing request may be associated with the short message. The SMS-SC may receive a first routing reply. The first routing reply may include one of an indication that the short message is associated with a service capability server (SCS) or a first control plane routing associated with the short message. The SMS-SC may send the short message to an SCS serving node. The first routing reply may include the indication that the short message is associated with a service capability server (SCS). The SMS-SC may send a second routing request to a SCS subscription database. The SMS-SC may receive a second routing reply from the SCS subscription database, which may indicate a second control plane routing for the short message.

    Abstract: A method and apparatus for performing non-voice emergency services (NOVES) between a wireless transmit/receive unit (WTRU) and a public safety answering point (PSAP) is disclosed. A NOVES session may be initiated by sending a NOVES initiation request message that includes information relating to the NOVES capabilities of the WTRU, and information relating to an emergency situation. The information relating to the NOVES capabilities of the WTRU may include an indication of whether the WTRU supports a fake power-off mode, or whether the WTRU supports PSAP control. Other methods are disclosed that include a method for a PSAP combining a multiple NOVES sessions, and a method for handing over a NOVES session having multiple media streams.

Closed subscriber group identifiers and membership data may also be included in a proximity indication message. A relay wireless transmit/receive unit (WTRU) may act as a relay between the network and the remote WTRU. The relay WTRU may receive a temporary mobile group identity (TMGI) request message from a remote WTRU. The TMGI request message may include a TMGI, a ProSe per packet priority level associated with the TMGI, etc. The relay WTRU may receive an evolved multimedia broadcast multicast service (eMBMS) data packet from a network. The eMBMS may be associated with the TMGI. The relay WTRU may apply the received ProSe per packet priority level associated with the TMGI to the received eMBMS data packet. The relay WTRU may relay the eMBMS data packet to the remote WTRU based on the ProSe per packet priority level. The relay WTRU may forward the eMBMS data packet to the remote WTRU via a PC5 interface.

The current access point provides the system information, and the STA utilizes the system information to determine best handover candidate from among neighboring access points and an estimate of the time for handover.

    Abstract: A method and an apparatus for performing a handover in an evolved universal terrestrial radio access network (E-UTRAN) are disclosed. A wireless transmit/receive unit (WTRU) sends a measurement report to a source evolved Node B (eNB), and receives a handover command from the source eNB. The WTRU initiates reception and processing of a primary broadcast channel (P-BCH) at the target cell after receiving the handover command. The WTRU then sends a random access preamble to the target eNB, receives a random access response from the target eNB, and sends a handover complete message to the target eNB. The reception and processing of the P-BCH may be initiated immediately after receiving the handover command or after sending the handover complete message. The WTRU may apply default configuration or source cell configuration in the target cell until a target cell SFN and/or P-BCH information are acquired.

In one embodiment, a random access channel (RACH) uplink message is transmitted. The RACH uplink message includes a RACH message power level and/or a downlink pathloss figure. A downlink message including a power offset value is received. The physical uplink power level is set for transmissions on the physical uplink channel based on the power offset value. In another embodiment, a RACH uplink message is transmitted and a downlink message including a relative power offset value is received. The existence of a connection between the source LGW and a target LGW is also determined. Whether the WTRU user settings allow service continuity is determined.     Abstract: A method for assigning a tracking area (TA) is disclosed. A mobility state of a wireless transmit/receive unit (WTRU) is determined and the TA is assigned based on the determined mobility state. Also disclosed is a method for accessing a closed subscriber group (CSG) TA. A CSG TA identifier is received at a WTRU and is stored. A CSG TA broadcast is received and the broadcast CSG TA is accessed if an identifier of the broadcast CSG TA matches the stored CSG TA identifier. Also disclosed is a method for changing a mobility state of a WTRU. A current mobility state of the WTRU is determined and a predetermined metric of the WTRU is examined. The predetermined metric is evaluated to determine if the metric has crossed a threshold and the mobility state is changed based on the evaluated metric.
