    Abstract: A disposable, biodegradable toilet seat cover is described. The toilet seat cover is formed of two or more layers including a top layer formed of a cold water soluble film, such as PVA, and a base layer formed of a tissue paper, such as toilet paper. The layers are held together by a water-soluble adhesive or glue. In use, the base layer absorbs moisture from the toilet seat and the top layer keeps the moisture away from the user. The top layer dissolves in cold water and the base layer decomposes in the plumbing system.
