Upon removal of the outer covering, the cleaning member will expand and be ready for use. Also disclosed is a dispensing unit adapted to store, activate, use and dispose of the cleaning cartridges. The dispensing unit includes a nozzle which retains the outermost cleaning cartridge in a position partially extending through an outlet opening awaiting use. The dispensing unit may include a telescoping handle so that it may be converted for use as a mop.
