    Abstract: Techniques and apparatus for zone-based soft resource partitioning for high reliability high range communications (HRHRC) are described. A first wireless device determines, based at least in part on a location of the first wireless device and a type of traffic associated with the first wireless device, whether to use a first set of resources or a second set of resources for communications between the first wireless device and a second wireless device. The first wireless device communicates with the second wireless device on the first or second sets of resources, in accordance with the determination. The communications involve the type of traffic.

    Abstract: Methods, systems, and devices for wireless communications are described. A transmitting user equipment (UE) such as a vehicle may identify data for transmission and transmit a request message to one or more receiving UEs (e.g., other vehicles). The request message may be associated with a first priority. The transmitting UE may monitor resources for a response message. The response message may be associated with a second priority. If the transmitting UE receives a response message, the transmitting UE may determine whether to transmit the data based on a comparison of the priorities of the request message and the response message. In some cases, the transmitting UE may transmit the data if the transmitting UE does not receive any response message. A receiving UE may receive the request message and determine whether to transmit a response message based on the priority and/or the receive power of the request message.

The coating layer component contains: (A) a liquid binder containing at least a polyol, an isocyanate compound and reactive silicone oil; (B) silicone rubber particles having a hardness according to JIS K6253: 1997 by Durometer A, measured instantaneously, of 20 to 80 degrees, and a rubber particle size of 0.2 to 10 pm; and a diluting solvent. A ratio of a thickness of the coating layer after curing and a particle size of the rubber satisfies: the rubber particle size/a coating layer thickness <0.3.

The apparatus maybe configured to determine, based on the received UE capability information, a set of synchronization-timing priorities indicating a priority for timing synchronization types for use within each carrier of a set of carriers of the plurality of carriers, and broadcast the set to the UEs. In an aspect, a UE may determine and send the UE capability to a base station. The UE may receive the set of synchronization-timing priorities and perform timing synchronization based on the received set of synchronization-timing priorities.

    Abstract: The invention comprises a solid state infrared source apparatus and method of use thereof, comprising: (1) an electrically conductive film comprising: an emission side and a back side opposite the emission side and a surface area to height ratio of at least five hundred to one; (2) a first dielectric film contacting the back side of the electrically conductive film; and (3) a reflective layer, the reflective layer embedded in the solid state source between the first dielectric film and a support layer, wherein the electrically conductive film emits infrared light upon warming with an electrical current during use, the infrared light sequentially reflecting off of the reflective layer, transmitting through the electrically conductive film, and emitting from the solid state source. Preferably the electrically conductive film comprises zinc oxide and the reflective layer is deposited into a basin in a second dielectric film.
