In further embodiments, the method includes arranging a plurality of base modules along a cylindrical axis to form an assembly. Assemblies may be utilized to fill containers that store fuel and other combustible fluids.

The rolling stage is operative to roll the unspooled mesh material into a base module in accordance with at last one embodiment of the present invention.

    Abstract: The present invention includes systems, assemblies, and methodologies for inhibiting combustion within fluid containers, enhancing the safety of such containers. One aspect includes a novel base module from which assemblies of varying shape and size, suitable for disposing within a variety of different fluid containers, are created. In one embodiment, the base module is made from an expanded mesh which is rolled in a novel cylindrical configuration according to a novel methodology. In another embodiment, the base module may be combined with other base modules to form an assembly. The present invention is also directed to an apparatus and method for creating base modules which allows for varying density of the base modules and therefore varying flexural strength and rigidity of the assemblies. As such, the packing density of assemblies within containers may be optimized to produce the desired effect of inhibiting combustion within the container.

    Abstract: Techniques are disclosed for handover of a user equipment (UE) from a serving base station to a target base station. A target base station may use one or more directional beams to establish wireless communication links with UEs within a coverage area of the target base station. Directional beams may create a narrow-beam, high-bandwidth connection with a UE in a limited geographic area. Handover procedures include some latency between when a target base station dedicates resources to a UE and when the UE executes a communication via those dedicated resources. To compensate for latencies in a handover procedure and for the geographic limitations of directional beams, a target base station may assign multiple directional beams to the UE during a handover procedure. Each directional beam may be associated with access parameters used by the UE to generate messages (e.g., a RACH message) during the handover procedure.

For example, the disclosure presents a method for managing performance of a UE by computing, at a user equipment (UE), a first capacity estimate over a Wi-Fi interface in response to initiating of a new connection at the UE; detecting, at the UE, that the first capacity estimate is below an aggregation threshold; computing, at the UE, a second capacity estimate over a cellular interface in response to detecting that the first capacity estimate is below the aggregation threshold; and assigning the new connection initiated at the UE to the Wi-Fi interface or the cellular interface based at least on the first capacity estimate or the second capacity estimate. As such, performance of a UE may be managed.

An active region includes at least one organic injector layer and at least one organic emitter layer. Each organic emitter layer has a first energy level and a second energy level on a same side of an energy gap defined by a conduction band and a valance band. Charge carriers are injected through the organic injector layer into the first energy level of the organic emitter layer when a voltage is applied across active region. The difference in energy between the first and second energy levels produces radiative emissions when charge carriers transition from the first energy level to the second energy level. Population inversion is maintained between the first and second energy levels, producing stimulated emission and lasing.
