The dispenser may comprise a flexible outer web and/or the flexible tubing, in uncompacted form, may have first and second ends, wherein, in use, the flexible tubing can be dispensed from the dispenser, such that the first end can be passed through the aperture, and the dispenser is adapted to prevent the second end of the tubing passing through the aperture of the tubing.
