Respective server penalty scores of available VPN servers are obtained. The respective server penalty scores of the available VPN servers are adjusted using respective ISP data, where ISP data of a VPN server include data indicative of connections from devices in the geolocation to the VPN server. At least one VPN server is transmitted to the user device based on the adjusted respective server penalty scores.

An encrypted communication is obtained by encrypting a communication directed to a network server. The encrypted communication is transmitted from the user device to the VPN second server.
