The treatment system can include solar panels mounted on an exterior surface of the dome, and batteries disposed inside the housing. The batteries can be recharged by energy generated by the solar panels. The treatment system can include a gas infusion system disposed inside in the housing. The gas infusion system can be configured to receive a flow of water from a body of water, infuse said flow of water with oxygen, remove dissolved nitrogen from said flow of water, and return the oxygen infused water to the body of water under pressure to propel the vessel along the body of water.
