The modular tool carrying apparatus further includes shoulder straps configured to secure the inner surface against the user and a central tool mounting assembly configured to secure one or more tools to the rigid outer surface. The central tool mounting assembly includes a strap configured to secure the tool to the rigid outer surface between parallel brackets mounted to the rigid outer surface.
