    Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a network node (e.g., a session management function (SMF)) may receive policy and charging control (PCC) rules that include control information associated with a non-integrated aggregation (NIA) protocol data unit (PDU) session requested by a user equipment (UE). The SMF may communicate, to the UE, one or more access traffic steering, switching, and splitting (ATSSS) rules derived from the PCC rules, wherein the one or more ATSSS rules are for controlling traffic steering, switching, and splitting associated with the NIA PDU session in an uplink direction. The network node may communicate, to a user plane function (UPF), N4 interface rules derived from the PCC rules, wherein the N4 interface rules are for controlling traffic steering, switching, and splitting associated with the NIA PDU session in a downlink direction. The described techniques support authentication and authorization (AA) for various services provided by a network and supported by a user equipment (UE). A UE may transmit a container to a first network entity requesting AA for a first service. The container may include an indicator of the first service, and the indicator may indicate or distinguish the first service from multiple services. The first network entity may query a third network entity based on the indicator of the first service to discover a second network entity supporting AA for the first service. The first network entity may then transmit an indicator of the first service to the second network entity, and the second network entity may select a fourth network entity supporting AA for the first service.

The UE may attempt (320) to connect with the second network based on the fallback configuration and the UE not being connected with the first network. In some cases, a base station of a network may establish a connection with UEs based on receiving registration messages from the UEs in response to transmitting an indication that the network is available as a fallback network, identify a congestion level of the network and switch to a non-subscriber rejection mode in which the base station rejects connection with non-subscriber UEs.

The MA PDU session includes a plurality of PDU sessions associated with a single access type. Afterwards, the UE may transmit a PDU session establishment request for a first PDU session of the PDU sessions in the first PLMN and for a second PDU session of the PDU sessions in a second PLMN, where the first PLMN is associated with a first USIM of the UE, and the second PLMN is associated with a second USIM of the UE. A user equipment (UE) may be configured to trigger a UE registration update or other location information if it leaves an LADN service area while in an idle mode with one access network and a connected mode with the other access network. A UE may request LADN registration, and the network may provide the UE with an indication that MA PDU sessions for the LADN are not supported.
