Titanium (IV) oxide configured from particles characterized by having a peanut-like twin shape in which the major axis diameter, which is the longest part of a single particle, is 300-700 nm, the minor axis diameter, which is the largest portion in a direction perpendicular to the major axis, is 100-400 nm, the constriction diameter, which is the length in the direction perpendicular to the major axis at the center of the major axis, is 80-200 nm, and the ratio [constriction diameter]/[minor axis diameter] is 0.9 or less, and a cosmetic containing the titanium (IV) oxide.
