Abstract: A rebar attachment device includes a vertical attachment device having a base member that includes a bottom surface for making contact with a piling, and a top surface for positioning a sleeve and a pair of flexible chairs. Each of the chairs acts to removably engage and position a rebar rod at a predetermined separation distance from the base member. A rebar attachment system includes at least one vertical rebar attachment device, at least one horizontal rebar attachment device, a tether for positioning the at least one vertical device onto a piling, and a tether connector for securing the tether to the piling.
