The formulation is applied to the sides of a woven cotton cleaning tape roll and then is allowed to dry and cure. The resulting cleaning tape can be used in a surface buffing operation in which a solvent is applied to the cleaning tape, without contamination of the surface to be buffed by fibers from the tape or by the edge-stabilizing adhesive.
