A length of a modulation symbol of the first signal is one of a plurality of lengths of modulation symbols. The method includes: A network device indicates a first terminal to send, to a second terminal, a first signal used to provide a carrier or energy for the second terminal. The first terminal may be an active terminal, and the second terminal may be a passive terminal. After receiving an indication of the network device, the first terminal sends the first signal to the second terminal. After receiving the first signal, the second terminal may use the first signal as a carrier for uplink sending, or store energy based on the first signal. Based on this solution, the network device controls the first terminal to send the first signal to the second terminal, so that the second terminal can obtain the first signal with a high power.
