The system includes an in-vehicle device, one or more roadside access devices, a cloud management server, and backhaul Internet access connection. The roadside access device includes in its broadcasted beacon frame message information required by an in-vehicle device to set network connection parameters. The in-vehicle device automatically connects to roadside access devices for access to the network, using information included in the broadcasted beacon frame message. The in-vehicle device also manages and categorizes data traffic, maps user priority assigned to data traffic to network transmission priority, and adapts transmission rates to network condition, such as backhaul network bandwidth available, number of mobile users connected to the same roadside access devices and data traffic load, among others.
