The implant includes a biocompatible and biodegradable matrix having pores, and a biocompatible and biodegradable biopolymer disposed in the pores and covalently bonded to the matrix. Optionally, the implant can further include a bone formation promoter that is also disposed in the pores and can be covalently bonded to the matrix.
