The insulating panel can include an outer shell and a core material constructed of paper. The core can include a paper sheet or a plurality of paper sheets with a plurality of protrusions formed in an alternating pattern out of the plane of a surface the paper. The paper sheet or sheets are folded in an undulating staggered pattern to create an alternating staggered layer structure. The layered structure core is adhered to the outer shell. The resulting structure is an insulating packaging panel that can be easily recycled.

The entire container and its insulation may be placed in a standard recycling bin after use, without any disassembly or separation of materials.
