    Abstract: The device and method according to the invention prevent that the consistency of image quality is negatively affected when transmission rate fluctuations occur on a communication channel. The invention relies on the perception that the transition from a full quality video signal to a basic-quality video signal, respectively from a basic-quality video signal to a full-quality video signal, should be a gradual transition instead of a sudden transition. The blending process can be implemented by circuitry which applies a blending factor on the decoded video signals of the base layer and the enhancement layer(s), before these decoded video signals are merged to form a single output video signal. Due to the delay time of the decoding process there will be a natural delay between the moment a transition occurs in the received video data and the moment that a transition occurs in the full-quality video signal.

    Abstract: A heterogeneous layered video decoding system and associated method is disclosed that provides for flexible and cost effective scalability through the use of generic decoders (e.g., MPEG-2/4/AVC) at each layer instead of decoders specifically designed for scalable systems. In one embodiment, additional signaling information (220) embodied as a parameter list is transmitted along with the transport stream (250). The parameter list independently defines for each layer (BS, ES), how the particular layer is to be decoded. In this manner, a trade-off between complexity and efficiency is achieved. For example, the base layer (BS) may employ a sophisticated base layer AVC codec, while one or more enhancement layers (ES) may use an MPEG-2 codec that is half as complex as a full AVC codec but only slightly less efficient.

    Abstract: Video signals are converted into a stream of digital numbers arranged in a sequence of digitized video frames (14), neighboring frames being separated by a synchronization signal (16). A sensing circuitry (30) monitors the synchronization signals and detects absent synchronization signals. A clock generator (32) generates a replacement synchronization signal based on the monitored synchronization signals. The replacement signals can replace all of the synchronization signals, e.g., with an average sync frequency, or replace only missing or corrupted synchronization signals. The replacement synchronization signals are generated and inserted either at a fixed rate or at an actual clock rate. In a preferred embodiment, a learning circuitry (42) collects and averages the clock rate of the synchronization signals for a preselected duration. The value is supplied to the clock generator to output the replacement synchronization signals at the actual clock rate.

In the latter case, the macroblock is skipped.
