The AIR device (615) identifies critical packets associated with the clear stream and subsequently allows two encrypted streams to pass and drops the critical packets of the clear stream. A multiplexer (640) then combines a percentage of the non-critical packets of the clear stream and the critical packets of the two encrypted streams to provide the partial dual-encrypted stream.

A first phase locked loop receives a stream of first timestamp values and generates a variable rate timing signal stream that conveys a variation rate and a phase accumulation rate of the stream of first timestamp values to the first loop. A second phase locked loop receives the variable rate timing signal stream and generates a stable rate timing signal stream conveying the average rate of the variable rate timing signal stream. A interval timer is responsive to the stable rate timing signal stream in order to release the transport packets from the buffer.

The present invention addresses the need of generating a valid value for a duplicated packet in the transport stream. A first embodiment of the present invention interpolates between a PCR value in the duplicated packet and the PCR value in the next PCR packet. A second embodiment of the present invention copies an original packet along with its PCR value into a duplicate packet and a PCR-bearing packet. Subsequently, the present invention interpolates a new value for the original packet based on the original value in the duplicated PCR-bearing packet and the previous value in a PCR-bearing packet.
